The City of Arcadia is soliciting and will accept qualification proposals for professional services. The deadline to submit a proposal is Wednesday, August 1, 2018 at 2:00 p.m. at City Hall, 203 W. Main Street, Arcadia WI 54612.
·       Requests for Qualifications may be obtained in person at City Hall, 203 W. Main Street, Arcadia WI 54612 or by email to

·     If a contract is awarded, the contract shall span the period of two (2) years, with the option to extend for three (3) additional one (1) year periods.
·    If you have questions, please submit them no later than Wednesday, July 25, 2018 at 4:30 p.m. Any responses received shall be responded to in writing as an addendum.

Pursuant to Section 425-10.B.(12)(e) of City of Arcadia Municipal Code;

PLEASE TAKE NOTICE that an application for a conditional use permit has been submitted by Butter Solar, LLC requesting the City of Arcadia to permit the development of a five (5) megawatt solar farm. The permit, if granted may affect the rights of certain owners to develop their property and to plant vegetation.

PLEASE TAKE FURTHER NOTICE THAT the Zoning Board of Appeals will conduct a public hearing, at 401 W. Main Street, Arcadia, Trempealeau County Wisconsin, at 5:00 p.m., or as soon as time allows on July 5, 2018 to determine if a conditional use permit should be granted to BWRBB Family Farms, LLC. and Butter Solar, LLC to construct a solar farm on the follow parcels of property located at approximately, 700 Truman Way, Arcadia, Trempealeau County, Wisconsin:

The City of Arcadia, Trempealeau County, Wisconsin will hold Open Book on Monday, April 23, 2018 from noon to 2:00 p.m. and Wednesday, May 9, 2018 from 10:00 am to noon (Council Chambers – 203 West Main Street). Pursuant to s. 70.45, Wis. Stats, the assessment roll for the year 2018 assessment will be open for examination 8:00 a.m. to 4:30 p.m. Monday through Friday at City Hall. Additionally, the assessor will be available to review the assessment roll. Instructional materials will be provided at the open book to persons who wish to object to valuations under s. 70.47, Wis. Stats.

The Board of Review will meet on the 16th day of May, 2018 at 4:00 203 West Main Street, Arcadia, for the purpose of calling the Board of Review into session during the thirty day period beginning on the 2nd Monday of May, pursuant to s.70.47(1), Wis. Stats.

 Pursuant to s.70.47(2), Wis Stats:

  • No person shall be allowed to appear before the board of review, to testify to the board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to view such property.


  • After the first meeting of the board of review and before the board’s final adjournment, no person who is scheduled to appear before the board of review may contact, or provide information to, a member of the board about that person’s objection except at a session of the board.


  • No person may appear before the board of review, testify to the board by telephone or contest the amount of any assessment unless, at least 48 hours before the first meeting of the board or at least 48 hours before the objection is heard if the objection is allowed under sec. 70.47(3)(a), that person provides to the clerk of the board of review notice as to whether the person will ask for removal under sec. 70.47(6m)(a) and if so which member will be removed and the persons reasonable estimate length of time that the hearing will take.


  • When appearing before the board, the person shall specify, in writing, the persons estimate of the value of the land and of the improvements that are the subject of the persons objection and specify the information that the person used to arrive at that estimate.


  • No person may appear before the board of review, testify to the board by telephone or object to a valuation; if that valuation was made by the assessor or the objector using the income method; unless the person supplies to the assessor all of the information about income and expenses, as specified in the manual under s. 73.03 (2a), that the assessor requests.The municipality or county shall provide by ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph and shall provide exceptions for persons using the information in the discharge of duties imposed by law or of the duties of their office or by order of a court.The information that is provided under this paragraph, unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under s. 19.35(1).

NOTICE IS HEREBY GIVEN that a Public Hearing will be conducted by the City of Arcadia Plan Commission on Tuesday, May 15, beginning at 5:00 p.m. at the City of Arcadia City Hall, (203 W. Main Street, Arcadia WI) to consider a proposed amendment to the City of Arcadia Comprehensive Plan: 2015 Update and an accompanying consideration to reclassify zoning for annexed property.  The purpose of the public hearing is to accept public comments on the proposed amendment and reclassification of zoning.

An application has been filed by Barbara Garofalo of BWRBB Family Farms, LLC requesting an amendment to the land use plan map adopted as part of the City of Arcadia Comprehensive Plan.  The application requests that the future land use plan map be amended to change the land use designation of Parts of Tax Parcels 004-01518-0005, 004-01528-0000, 004-0158-0000, and 004-01533-0000 (40 acres), located approximately 995 feet WNW of the intersection of E. Blaschko Avenue and Truman Way.  A reclassification of zoning annexed property from Residential to Commercial has also been requested and will be considered at the public hearing.

The public may review copies of the application and the Comprehensive Plan at the City Hall during regular office hours.  Interested parties may make arrangements with the City Administrator to obtain a copy of the application at 608-323-3359 x 30 or

During the Public Hearing, the public is invited to speak on the proposed plan amendment and reclassification of zoning.  Written comments may be submitted to the City Administrator until 5:00 p.m. on May 15 and shall become part of the record.  The Public Hearing shall be closed when all interested parties in attendance have had an opportunity to offer comment.

Upon the close of the Public Hearing, a meeting of the City of Arcadia Plan Commission shall be called to order and the application shall be addressed per the agenda.

Please take notice, that the City of Arcadia has prepared a Floodplain Management Plan as the non-structural option requirement to the U.S. Army Corps of Engineers 205 Small Flood Control Project. The City of Arcadia will hold a public hearing at its regular City of Arcadia Common Council meeting on February 5, 2018; 5:30 pm at 401 W. Main Street, Arcadia, WI 54612. Drafts of the plan can be viewed at City Hall or the Arcadia Public Library or on the City’s website. The City of Arcadia will take comments through Friday, February 9, 2018. Comments and questions regarding the plan may be sent directly to or by calling City Hall at 608-323-3359 x 30.

All persons interested are invited to attend this hearing and be heard. Written comments maybe submitted to the City Administrator.
